一个说法是出自北欧神话，风暴之神奥丁带着狼和狗，而能在空中飞的女巫们常带着猫，因此用猫和狗来表示大风大雨。

还有说，在17-18世纪英格兰中部的肮脏街道上，大雨常常会挟带着一些动物死尸和垃圾冲刷下来，当然这些动物不是从天上掉下来的，但是人们看见这些动物漂在水上，自然而然地就会杜撰出这种绘声绘色的成语来。

英国作家乔纳森·斯威夫特[Jonathan Swift，《格列佛游记》的作者]，曾在他1710年的讽刺诗《A Description of a City Shower》中描绘过这种场景。我们能找到的这句成语的最早版本是在1653年，Richard Brome的喜剧《The City Wit or The Woman Wears the Breeches》中对于暴雨的描写：“It shall raine... Dogs and Polecats”，而以“cats and dogs”形

式出现是在乔纳森·斯威夫特1738年的《A Complete Collection of Polite and Ingenious Conversation》当中：“I know Sir John will go, though he was sure it would rain cats and dogs.”
